The Cebu Highlands are an easy way to escape the busy streets of Cebu City without committing to a full-day trip. A half-day route through Busay can take you to Temple of Leah, Sirao Flower Garden and Tops, with enough time for views, photos, coffee and a relaxed sunset.
The three stops are relatively close to one another, so there is no need to spend the day moving between distant parts of Cebu. The main challenge is timing. Start too late and you may miss Sirao before it gets dark; start too early and you will spend the hottest part of the afternoon at the viewpoints.
For a relaxed trip, I would start after lunch and work uphill toward Tops, leaving the highest viewpoint for the end of the day.

Temple of Leah is more about architecture and the story behind the monument. Sirao is a short, easy stop focused on gardens and views. Tops is the place to slow down at the end of the route and look across Cebu City as the light changes.
You do not need to spend several hours at each attraction. With a little planning, all three can fit comfortably into an afternoon.
Start With Temple of Leah
I would make Temple of Leah the first stop.
Located in the Busay area, the monument stands on the hillside above Cebu City and is recognizable for its large columns, statues and classical-style design.
The attraction is more interesting when you take some time to walk around rather than simply stopping for a quick photograph. The elevated location also gives you an early view across the city before you continue farther uphill.
Allow around 45 minutes to an hour here.
There is no particular reason to arrive extremely early for this route. Starting around 1:00 or 1:30 PM gives you enough time to enjoy the first two stops during daylight and still reach Tops before sunset.
Continue to Sirao Flower Garden
From Temple of Leah, continue toward Sirao Flower Garden.
Sirao is a smaller and more colorful experience. The garden sits in the hills and has flower displays, landscaped areas and several spots designed for photographs.
You probably do not need more than 45 minutes to an hour here unless you want to take your time photographing the gardens.
This is also the point in the itinerary where the weather matters. Cebu can be hot and humid during the day, while rain can move quickly through the highlands. If the weather looks uncertain, it is better to enjoy Sirao while conditions are still comfortable rather than saving it for later.
After Sirao, continue toward Tops.
Finish at Tops for the City View
Tops works best as the final stop because of its elevated position and wide view over Cebu City.
Rather than rushing through the viewpoint, give yourself enough time to arrive before sunset. This lets you see the landscape in daylight, watch the colors change as the sun goes down, and stay for the city lights afterward.
The experience is very different from visiting a viewpoint in the middle of the afternoon.
If the sky is clear, you can see Cebu City and surrounding areas from the highlands. On cloudy or rainy days, the view can be much more limited, so it is worth keeping your schedule flexible when possible.
Plan to spend around one to one and a half hours at Tops.

For a half-day itinerary, this order is simple:
Temple of Leah → Sirao Flower Garden → Tops
The route works because the earlier stops are easier to visit during daylight, while Tops is the most natural place to finish the afternoon.

The roads into Busay are steep and winding, and the three attractions are not connected by one straightforward public transportation route. If you are traveling with two or more people, arranging a car for the afternoon can also make the trip easier because you do not have to organize separate rides between each stop.
Motorbikes are another option for experienced riders who are comfortable with Cebu's roads.
If you are staying in Cebu City, you can arrange the route as a round trip and return to the city after sunset.
If you are staying elsewhere, check the return transport before leaving. Getting to the highlands is much easier than trying to find a last-minute ride back after dark.
When Should You Visit the Cebu Highlands?
For this particular itinerary, afternoon is the most practical time.
The main reason is Tops.
If you visit all three attractions in the morning, you will finish well before sunset and miss one of the best times to enjoy the highland views. Starting after lunch lets you use the daylight for Temple of Leah and Sirao before ending the route at Tops.
The dry season can provide clearer conditions, although Cebu's weather can change quickly at any time of year.
Cloudy weather does not necessarily ruin the trip. In fact, the cooler conditions can make the highlands more comfortable. The main problem is heavy rain, which can reduce visibility and make the mountain roads less pleasant.

A realistic half-day trip takes around five to six hours including transportation.
You could make the itinerary shorter, but there is little benefit in rushing from one attraction to another.

This can actually work better if you only want to spend half a day in the area. You can choose when to leave Cebu City, decide how long to stay at each attraction and spend more time at Tops if the sunset is good.
The main thing to arrange in advance is transportation.
If you book a private driver, explain that you want to visit Temple of Leah, Sirao Flower Garden and Tops in one afternoon and return to Cebu City afterward. This is easier than arranging a new ride at every stop.

You do not need much for a half-day trip, but a few things make the afternoon easier.
Bring comfortable shoes because you will be walking around the gardens and monuments.
A light jacket can also be useful. The highlands are generally cooler than the city, especially after sunset.

I would also avoid scheduling an important dinner reservation immediately after the trip. Traffic on the way back into Cebu City can vary, and staying a little longer at Tops if the sunset is good is much more enjoyable when you are not watching the clock.
If you have another free day in Cebu, keep your coastal and city activities separate rather than trying to combine everything into one packed itinerary.
